Abstract

The adoption of digital systems in Philippine government institutions is often hindered by resistance to change, low digital literacy, and inadequate change management strategies. Despite growing interest in public sector digitalization, satisfaction data and change management frameworks specific to asset tracking system adoption in Philippine state universities and colleges (SUCs) remain largely absent in the literature. This study addresses that gap by examining user adoption behavior and stakeholder satisfaction following the implementation of SentinelTrack, an automated semi-expendable property monitoring system, at the Central Bicol State University of Agriculture (CBSUA). Employing a mixed-methods approach using a convergent parallel design, the study administered a satisfaction survey to ten (10) teaching personnel end users and conducted semi-structured interviews with key stakeholders from the Supply Management Office, Accounting Office, Commission on Audit, and the Campus Administrator following the December 2024 pilot. Results yielded an overall satisfaction rate of 95% among end users, with key drivers identified as ease of use, perceived efficiency gains corroborated by the companion time and motion study, reduced administrative burden, and the system’s intuitive QR-based interface. Resistance to change was documented among staff initially unfamiliar with digital tools, primarily attributable to fears of increased workload and doubts about system reliability. A multifaceted change management strategy—encompassing stakeholder-inclusive planning, hands-on orientation, and a continuous feedback loop—effectively reduced adoption barriers. Findings contribute to the growing literature on technology acceptance in Philippine public sector organizations and offer a replicable change management framework for government digital transformation initiatives. The study recommends institutionalizing SentinelTrack through formal policy adoption and expanding the training program to cover all affected personnel before university-wide rollout.
